That is why the EU Commission is working on the creation of a <a href=\"https:\/\/ebsi4be.eu\/\" rel=\"nofollow\">&#8220;European Blockchain Services Infrastructure&#8221; (EBSI)<\/a> as part of the European Blockchain Partnership. Today, many <strong><a href=\"https:\/\/hackernoon.com\/the-7-craziest-financial-stories-of-2021-investing-in-nothing\">transactions <\/a><\/strong><strong>do not take place directly between individual participants,<\/strong> but through <strong>the mediation of a controlling body<\/strong>(the so-called intermediary). For example, the bank checks whether the sender of the transfer has enough money and whether the recipient exists, and ensures that the money arrives at the recipient and is debited from the sender at the same time. Such <strong>intermediaries<\/strong> <strong>are found<\/strong> <strong>not only in the<\/strong> <strong>financial sector,<\/strong> but also in the <strong>public sector,<\/strong> where the <strong>transfer of value<\/strong> (for example, money, and property rights) takes place.<\/p>\n\n\n\n<p>People who work in the public sector are aware of the full potential of blockchain technology. Current <strong>government applications and blockchain-based projects<\/strong> confirm this:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Malta Business Registry<\/li>\n\n\n\n<li>Land registry in Sweden<\/li>\n\n\n\n<li>Land registry in the United Arab Emirates<\/li>\n\n\n\n<li>Identification system in Argentina and Ethiopia<\/li>\n\n\n\n<li>First certificates in Germany<\/li>\n<\/ul>\n\n\n\n<p>The lack of blockchain regulation is considered to be the biggest barrier to the adoption of this technology. In addition, <strong>the public and government officials<\/strong> around the planet still <strong>lack<\/strong> <strong>knowledge about the blockchain.<\/strong> Also, <strong>blockchain technology is struggling<\/strong> with a certain <strong>&#8220;dirty&#8221; image<\/strong>, which is often <strong>formed under the influence of the media<\/strong>. They cover the situation on the market with individual cryptocurrencies and simply equate them with the blockchain. And this negatively affects the reputation of technology.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-\u043f\u0440\u0438\u043c\u0435\u0440\u044b-\u043f\u0440\u0438\u043c\u0435\u043d\u0435\u043d\u0438\u044f-\u0431\u043b\u043e\u043a\u0447\u0435\u0439\u043d\u0430-\u0432-\u0433\u043e\u0441\u0443\u0434\u0430\u0440\u0441\u0442\u0432\u0435\u043d\u043d\u043e\u043c-\u0441\u0435\u043a\u0442\u043e\u0440\u0435\">Examples of Blockchain Applications in the Public Sector<\/h2>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/lh3.googleusercontent.com\/AVhrv99N164LkPCx5EqUYOwDPNGv_QppT4EB2EkFx1cWd2WjXZGxJ1bqRHINwHAeYgaoZR-JRhU3wpN1-9vR0cXfdcqSGsuasZ8v8jNtalCHHkDOwipO5Gl07LM3xDRi0h4FJhwWHoboC7vvl5fJqouv2iMDBN6MVyMmkdfNquWHX-Z41DwH_3O-By_h3A\" alt=\"blockchain in the public sector\"\/><\/figure>\n\n\n\n<p>There are 4 promising and practical use cases for blockchain in the public sector:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Elections and voting<\/strong>. Many governments are interested in taking advantage of blockchain technology in voting. <strong>Sierra Leone<\/strong> is a <strong>leader<\/strong> in <strong>integrating blockchain<\/strong> into <strong>public elections<\/strong>. <strong>Ukraine<\/strong> has also <strong>carried out several pilot projects<\/strong> to use blockchain for regional elections, and <strong>Brazil<\/strong> plans <strong>to hold national referendums using blockchain<\/strong>.<\/li>\n\n\n\n<li><strong>Government registries<\/strong>. Many governments have announced plans to store and manage registries using blockchain technology. <strong>The US states of Vermont and Delaware<\/strong>, as well as the city of <strong>Dubai<\/strong>, are <strong>leaders in the use of blockchain in the government sector<\/strong>. They store mainly ownership records as well as permits. The transition of land cadastres to the blockchain is also an example of the application of blockchain in government registries. Such a project is actively developing in Georgia.<\/li>\n\n\n\n<li><strong>Personal Identification<\/strong>. Blockchain-based identity management and personal document access applications offer alternative methods of building trust and stability without relying on a centralized infrastructure. For example, <strong>Canada<\/strong> has <strong>created a digital customer identity network<\/strong>. With the help of the application, people can easily identify themselves, for example, when they want to sign a new contract or rent an apartment.<\/li>\n\n\n\n<li><strong>Improving the efficiency of interagency transactions<\/strong>. <a href=\"https:\/\/klona.ua\/blog\/%d0%b1%d0%b5%d0%b7-%d0%ba%d0%b0%d1%82%d0%b5%d0%b3%d0%be%d1%80%d0%b8%d0%b8\/chto-takoe-dapps-i-kak-oni-rabotayut-uznajte-kak-razrabotka-dapps-mozhet-izmenit-mir\">Decentralized applications (dApps)<\/a> are software applications that allow peer-to-peer network members to collaborate and conduct transactions without intermediaries. <strong>The US Food and Drug Administration (USFDA)<\/strong> has completed <strong>pilot projects<\/strong> to <strong>safely and effectively share medical data from clinical trials with hospitals<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p>With the <strong>blockchain integration strategy<\/strong> <strong>adopted<\/strong> in the <strong>fall of 2019<\/strong>, <strong>the German federal government<\/strong> presented an <strong>initial framework for action and development<\/strong>. The strategy document outlines <strong>44 measures<\/strong> <strong>to implement blockchain<\/strong> in <strong>5 areas of the public sector<\/strong>. In the field of <strong>digital administrative services,<\/strong> <strong>10 measures<\/strong> are prescribed. All of them are already being implemented.<\/p>\n\n\n\n<p>The current <strong>coalition agreement<\/strong> mentions blockchain <strong>8 times<\/strong>, including a section on <strong>cryptocurrency applications<\/strong>. The study interviewed a large number of <strong>leaders in public administration, local government, health, and welfare<\/strong>.<\/p>\n\n\n\n<p>According to the survey, <strong>56% of respondents<\/strong> believe that the <strong>public sector will definitely adopt blockchain technology<\/strong>. At the same time, <strong>44% of respondents<\/strong> said they <strong>feel a lot of uncertainty around the technology itself<\/strong>.<\/p>\n\n\n\n<p><strong>In<\/strong> <strong>Estonia<\/strong>, for example, <strong>blockchain is the backbone of the e-Estonia program<\/strong>, which brings government services together through a single digital platform.<\/p>\n\n\n\n<p><strong>Despite these promising developments<\/strong>, <strong>very few organizations<\/strong> today <strong>have<\/strong> <strong>hands-on experience with blockchain<\/strong> and are instead using other digital technologies that seem more accessible to them.<\/p>\n\n\n\n<p>In the wake of the COVID-19 pandemic, <strong>many public sector organizations are rethinking<\/strong> their <strong>digital strategy<\/strong>. Researchers believe that the <strong>choice between blockchain and other technologies<\/strong> <strong>will play an important role in the development of the public sector of<\/strong> each country.<\/p>\n\n\n\n<p><strong>Key findings from the BDO Blockchain Initiative study<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Blockchain technology has <strong>huge potential<\/strong> for the public sector.<\/li>\n\n\n\n<li><strong>The rapid growth<\/strong> of blockchain technology can play a decisive role in the development of the public sector.<\/li>\n\n\n\n<li><strong>64%<\/strong> of respondents <strong>demonstrate openness to innovative solutions<\/strong>, and <strong>57%<\/strong> of respondents <strong>believe<\/strong> that the <strong>public sector will definitely use the potential of blockchain technology<\/strong>.<\/li>\n\n\n\n<li><strong>Government teams<\/strong> around the world <strong>are<\/strong> already allocating <strong>budgets to test the use of blockchain<\/strong> in the public sector.<\/li>\n\n\n\n<li>The positive trend in the use of blockchain in the public sector is evidenced by the increased percentage of use cases and the general attitude toward the technology.<\/li>\n\n\n\n<li>More than <strong>70%<\/strong> of respondents <strong>are confident<\/strong> that <strong>blockchain will improve data traceability in the public sector<\/strong>.<\/li>\n\n\n\n<li>Researchers believe that blockchain opens the way to a whole new level of information sharing both within and between departments.<\/li>\n\n\n\n<li><strong>80% of<\/strong> respondents <strong>believe<\/strong> that the <strong>lack of regulation of blockchain technology is the biggest barrier<\/strong> to adoption.<\/li>\n<\/ul>\n\n\n\n<p>Blockchain technology has undergone significant development and is no longer limited to cryptocurrencies. The government should analyze the cooperation of ministries in the field of information technology and systematically identify where there is room for improvement.<\/p>\n\n\n\n<p>At the same time, it is necessary to <strong>analyze the interaction<\/strong> between <strong>authorities and citizens at all levels<\/strong>. International blockchain case studies can serve as an example of what needs to be achieved. As we mentioned earlier, Estonia has developed its own blockchain solution that provides verification <strong>of the integrity of government data<\/strong>. This has enabled even <strong>more digitization of<\/strong> not only <strong>intergovernmental data exchange<\/strong> but also areas that use <strong>sensitive citizen data<\/strong>, such as <strong>the healthcare sector or law enforcement<\/strong>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-\u0438\u0449\u0438\u0442\u0435-\u0441\u0442\u0440\u0430\u0442\u0435\u0433\u0438\u0447\u0435\u0441\u043a\u0438\u0435-\u043f\u0440\u043e\u0435\u043a\u0442\u044b-\u0441-\u043c\u0430\u043a\u0441\u0438\u043c\u0430\u043b\u044c\u043d\u043e-\u0448\u0438\u0440\u043e\u043a\u0438\u043c-\u043f\u0440\u0438\u043c\u0435\u043d\u0435\u043d\u0438\u0435\u043c\">Look for strategic projects with the widest possible application<\/h3>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/lh5.googleusercontent.com\/V0y7p8Cryd36GXlFzvwIcEjgsusleY-WPyLHRsxFCxUgOWH0lQlkYigfTZrbsX595YfQkrsXaXRY91dt5rD9r_uhj7uDb2e-pyhIkePJQNygphLEOZ9OngMlQ0RIO-qZBKajZ3HaeUxyl9rpkpKRbRJYrVL5JMVP9Ei7_Wj-RBuIjnG8efgmD3FnnfYq1Q\" alt=\"application of blockchain in the public sector\"\/><\/figure>\n\n\n\n<p>States lack <strong>comprehensive and strategic blockchain integration projects<\/strong> that would lay the foundation for the <strong>digital society of<\/strong> tomorrow. <\/p>\n\n\n\n<p>For example, blockchain can be used to develop systems that give citizens <strong>complete control over their personal data<\/strong>. Since the data is not stored in a centralized place, but with the citizen himself, protection against identity theft will be at the highest level. The blockchain-based solution will have the same characteristics as a physical ID &#8211; only digital and more secure. It also requires <strong>the ability to implement them<\/strong>. To do this, the government must use and consolidate existing IT companies. For example, in early 2021, ten government IT service providers founded <strong>Govdigital<\/strong>, a blockchain cooperative that aims to develop blockchain solutions for the public sector. <\/p>\n\n\n\n<p>Such organizations should be systematically promoted and expanded so that the government can use their <strong>valuable experience in implementing blockchain technology<\/strong> when necessary. The government should strive for even greater rapprochement with young IT companies.
